What I do with my Yorkie puppies is put them in one of the playpen with an open crate at one end, a bed inside and the rest of the area has pee-pee pads and their food/water. If they want to be comfy, they have no chose but to go into the crate. And if you're dealing with an older pup, do the same but leave the room. bare with the whining because they will stop eventually. When they stop take them out and do it again a few hours later. Do that over and over and it will work. Great tip!
